The Community-Based Delinquency program in Wayne County provides delinquent youth and families
with services through the multiple treatment tracks that are treatment-oriented and casework-specific, with
the exception of In-Home Detention. An assessment is required to be completed by the referral source
prior to youth going into a treatment track. All tracks are a minimum of six months in duration, and youth
can move from one track to another based on need. All CBD treatment tracks are home-based, use strength-based
interventions and function usually during non-traditional work hours. The treatment tracks are:
In-Home Detention (IHD)
In-Home Detention is a 14 to 30-day program which maintains the youth in a parent's or guardian's home
except for attendance at school, work or approved activities. The youth is tethered and on voice monitoring
while in the home. This program is an alternative to residential detention when a determination is made
by the Juvenile Assessment Center (JAC) that the youth is an acceptable safety risk in the community with tethering
In-Home Reintegration and Diversion (IHR)
In-Home Reintegration and Diversion is a six to eight-month program to divert youth from residential placement
or to help them reintegrate back into their home or community after a residential placement. Tethering and voice
monitoring will be available to all youth in this program to assure compliance and community safety when
needed. Youth will reside in their parent's or guardian's home and attend school, comply with programs
guidelines, attend weekly group therapy, family management sessions, group delinquency prevention sessions and
individual mentoring. All youth and families will develop goals with the Community Specialist to address
individual and family needs. A contract will be developed with the youth and family outlining the agency's and
family's and family's responsibilities while in this program.
Intensive Family Services (IFS)
Intensive Family Services is a two to four-month program for youth and families that provides intensive in-home family
services with the goal of family stabilization. The family is involved in twice-weekly family management sessions
and family treatment along with five mentoring contacts with the youth weekly. All youth and families will develop goals
with the Community Specialist to address their individual needs, and a contract will be established that documents goals
and responsibilities for the youth, family and agency.
In-Home Care (IHC)
The In-Home Care (IHC - Strengthening Families) program is a service alternative for families who have one or more
youth who are experiencing problems or delinquent behavior that threaten their removal from home. The program can
also be used as a basic intervention for families not requiring intensive, community-based treatment. The
length of treatment is three to six months based on treatment progress. Families are required to be available
for family management sessions once a week in their homes. Based on program compliance, the youth will advance
to new levels that will reduce the number of weekly contacts.
In-Home Maintenance (IHM)
In-Home Maintenance is a program that provides a step-down system for youth who have successfully completed an
intermediate or intensive care management track in the community. The service for the client is driven by a few
defined goals based upon the completion of most goals during the intensive treatment phase. The program is based
on positively maintaining the youth in the community resources.
